1991 Idaho commercial plate. Never seen anything like this before. All the lines are raised (stamped in) no script or anything other than the 91 tag

“Reciprocity plate” interesting. Never seen that before. Found this:

This “Bingo” plate... would have likely been attached to the front of a commercial truck operating across provincial boundaries...
